President Obama will address the nation from the White House at 9 p.m. ET about the fast-changing situation regarding Syria's chemical weapons stockpiles.

Obama supports a plan for U.N. Security Council talks aimed at securing the weapons, but continues to push for a "shot across the bow" attack against Bashar Assad's regime if the U.N. effort fails.

The speech is intended to persuade the American people and members of Congress that limited military action still might be needed. The Senate had scheduled a vote Wednesday on authorizing an attack but it has been delayed, and the House has not scheduled a vote.

The Obama administration believes Assad's forces killed about 1,400 civilians with a chemical weapons attack outside Damascus on Aug. 21.
